  Reach Out for Warmth (ROFW) was established in 1992 by the Minnesota State Legislature. The Department of Children, Families & Learnings Energy Unit administers this year-round emergency fuel fund through 40 local energy assistance agencies. These ROFW agencies provide people in need with emergency energy assistance and emergency furnace repair or replacement. ROFW is a community-based fuel fund. It's success is dependent upon the growing support of individuals, businesses, church and civic groups, school children, energy vendors, and private foundations. Since 1998, every private, tax-deductible donation has been matched dollar for dollar with funds set aside from the Federal Energy Assistance Block Grant. This means double the resources available to communities actively supporting their local ROFW fund.
In Program Year 1997-98, 1027 Minnesota Households were assisted with $414,613.93 ROFW funds. Facing a Minnesota winter without heat or a summer without cooling is dangerous--and it could be deadly. You can help those less fortunate than you avoid this possibility by pledging your support to the Reach Out For Warmth Fund.
